Industry Transformation Map (ITM)

Driving Digital Transformation Through Automated Compliance Checking

As part of Singapore’s ongoing Built Environment Industry Transformation Map (ITM), AcePLP is proud to be advancing innovation in digital regulatory workflows through the Solibri Automated Model Checker (AMC) Proof of Concept (PoC)—developed in collaboration with Solibri, a global leader in BIM quality assurance.

  • Integrated Planning and Design (IPD)
    • by promoting early-stage model validation aligned with regulatory requirements
  • Sustainable Urban Systems (SUS)
    • by strengthening long-term accessibility and operational readiness of built assets
  • Workforce Transformation
    • by upskilling industry professionals in rule-based model checking and digital delivery

Advancing Digital Objectives in Line with CORENET X

The Solibri AMC project is designed to align with the digital compliance and submission objectives outlined under CORENET X—Singapore’s initiative to streamline and digitize the regulatory approval process.

As a Proof of Concept, it demonstrates how accessibility requirements from the Code on Accessibility can be translated into machine-executable rules that automatically assess BIM models in IFC+SG format for compliance issues such as inadequate door clearances or improper ramp gradients.

This project showcases the potential of automated model checking to reduce iterations, improve submission quality, and provide real-time feedback—key outcomes sought in CORENET X’s broader vision for a seamless, digital regulatory environment.

Local Insight Meets Global Technology

Solibri contributes its market-proven rule-checking engine—successfully deployed in Finland’s RAVA3Pro platform—while AcePLP leads the localization effort as the systems integrator and innovation partner, applying decades of digital construction and code interpretation experience to shape practical rule sets tailored to the Singapore context.

“We’ve embedded decades of Singapore-specific digital construction expertise into these machine-readable rulesets… ensuring practical, real-world interpretability of regulatory intent.”
Vanessa Tang, Managing Director, AcePLP

Building a Future-Ready Ecosystem

Supported by the Building and Construction Authority (BCA) as a potential enabler of ITM outcomes, the PoC runs through June 2026, with potential expansion into fire safety and structural integrity checks—covering up to 85% of Singapore’s permit compliance scope.

AcePLP is also actively driving industry enablement through onboarding, training, and standards development—ensuring a solution that is not only innovative, but also scalable and practical for real-world use.
